The leader of the protest, Sy Lance, slips a handwritten letter across your desk. It reads: "The noise level in this city has become simply unbearable. I cannot walk down the street without having my delicate auditory faculties assaulted! For the sake of Rex Ventorum's hearing, you must enact stricter noise pollution laws. I implore you!"

"WHAT?! YOU WANT TO BAN NOISE?! WELL, SOME OF US AREN'T OVERSENSITIVE! WE LIKE NOISE!" bellows a local construction worker. "I DON'T BUST MY HUMP WORKING DAY IN AND DAY OUT JUST TO HAVE THESE SISSIES TELL ME I NEED TO KEEP IT DOWN! WE DEMAND THE RIGHT TO MAKE AS MUCH NOISE AS WE WANT, WHATEVER THE TIME, WHEREVER THE PLACE!"
