Well, weapons and drugs are unlikely to thrive in my country. However, semi-legal gangs of Steelmancers could probably find a place in Shaillon. For example, they could be hired by carriers of valuable goods who are wary of the Mushroom Corsairs. It would be quite possible to develop something like a rivalry between their mercenary gangs for clients and so on.
