There's generally a lack of difficulty in campaigns without special restrictions; almost all missions are too easy if you could complete them with a Hero at the Cultist level and one Khan with one clan, that would be interesting.
Yes, Cultist is a really challenging and interesting mission. And regarding the upgrades, I only bothered to run around with all the heroes to get them, and there was no confusion.
