For me, all of them work, except for the green one on the grass, which simply doesn't have a pair.

I think I checked the second portal in the oppa zone, and it didn't work either.

Could this mean that the zone is flooded?

I thought so too, but upon inspection, it turned out that there were no flooded areas...
