Exactly! To clarify, I played as Caitlin at the start. I immediately switched to Crag. I flagged two external dwellings of Angels on 117, and saw two native secondary towns... I decided to build some Angels there too, but with the money I only built one secondary town. By 131 I already had a decent number of Angels, which were smoothly upgraded to Archangels... on 135 came the finale in the treasure zone. I had the Shackles of War.
