Appeals Committee. Disputed situations in tournaments.

The Arbitration Committee likely made this decision to avoid problems or controversy. Now, they can't reverse it, otherwise, it wouldn't be the Arbitration Committee. The only constructive action they can take now, in my opinion, is to conduct a poll on the first page. If there are 2/3+ votes in one direction, then they can consider making changes. Right now, it's just kitchen politics.
