In general, a majority of the total number of votes (for or against) is required to make a decision. If a country does not vote (abstains), its vote is not counted in the overall tally. This is primarily done to prevent cases of inactivity from freezing the voting process. That is, if three countries vote in favor of adopting the resolution, two against, and the rest abstain, the resolution will come into force.
