Appeals Committee. Disputed situations in tournaments.

Did you, by any chance, get upset because someone used cucumbers in a salad? How can you punish a person (by replaying the game) for doing absolutely nothing wrong, but simply acting within the rules that were in effect at the time of the game?
I understand that it's frustrating, and I agree that using the Admiral's Hat is a bug that should be banned. But as was rightly pointed out, many people knew about it and used it; will you punish them too? That would be logical.
This is utter absurdity.
