I had something both underground and above ground, and overall, I decided that 95% of Catpaw is underground, while on the surface there's a pompous above-ground part of the Tower (yes, there's also an underground part) and a small, pompous fortress with a parade ground for tank demonstrations, various minor infrastructure, and other minor stuff, to beautifully receive ambassadors from other countries and celebrate the Leader's birthday, etc.
And also, Pinkpaw is starting to mutate into a second Dracoshka...
By the way, is it better to ban prostitution or make it state-controlled? Where will the economy grow more, authoritarianism increase, and human rights decline?
