Did I understand correctly that the first option allows weapons without any restrictions, while the second option involves some kind of strict control?

As I understand it,
the first option (which you didn't mention) requires everyone to have a weapon;
the second option legalizes weapons, encourages their use, and allows for concealed carry;
the third option involves full registration of all weapons.
