What if I raise all my military forces, only to be surprised that pacifism decreases, and then, when it's far in the negative, I ignore it?

Funding troops/building an underground city/developing new armor = increased defense = became aggressive? Let's role-play as a dictator, even though I just raised the country's defenses and improved conditions, as is usually done in real life. This doesn't make anyone a villain.
