Is this aggression? It rather indicates that my people can defend themselves if necessary. This nation has been warlike since ancient times, and this is partly why it became great. One could call it aggressive if the country attacked someone, but as it is... people can have any attitude, and that doesn't mean the country is at war and attacks everyone.
