The response is unproductive, late, and meaningless. The person didn't intend to play. He didn't offer any alternatives, and he didn't want to agree on a time. The deadline for the round has passed. The deadline for the next round is being delayed, and the next opponents in the bracket are being put in an awkward position. And the judges are still delaying making a decision for unclear reasons.
