You are only considering one issue, not all of them. It would be different if I had an army based on volunteers, on contract, but as it is, military service is mandatory, plus there are consequences related to other issues. Also, all my organizations and industries are nationalized, so there is still no room for maneuver for other countries. However, these organizations could act as mercenaries and send soldiers to participate in military conflicts in other territories, as some organizations from the USA do.
