In this mission, it's probably more convenient to develop him with Chaos/Light/Summoning skills. When I played this campaign and mission for the first time, I remember that the hero was developed as a fighter. I mean, without any advanced magic skills, which caused a number of problems... P.S. I'm playing through all of this again now, but I haven't gotten to this mission yet; I'm currently stuck on Necropolis-2. If there are any interesting nuances, I'll let you know.
In my opinion, the Ranger's Chaos skills are not very effective; I agree with Vadimh that it's better to choose Darkness.
As for Necropolis, I think the ability to raise undead of any level is practically the same as cheating, because you can gather a huge army even in a month.

There will be a lot of level-up opportunities later on, especially in the Archipelago, and you won't need to rush anywhere else, so everything will be fine. Still, Fedya ends up being the most developed hero from the first mission, even without level-up opportunities.
