It's strange that you rate Scout so low. I would definitely prefer him over Resist at early levels. So, it's a skill that's just "okay."

Some skills are very situational. For example, if Tazar is going for the Tower, then Ranged Attack becomes a very good skill. And if we're playing in a 200-month game, then Scouting isn't useful at all, etc.
