In the composition of 7 papal skills, one slot is "extra," which is why Mephala's leadership and the possible subpar skill of Thazar at level 2 are not a problem. The difference in primary skill development between swamp creatures and rangers is small, so it's also not an argument.
In a theoretical scenario with Pandora at level 111, my choice would be Thazar due to the higher chance of getting the "Log" skill and a lower chance of getting the "Water" skill. In practice, I would try to test both, as anything can happen; in the last two parties, Thazar ran without "Log" until level 20.
