2. Allow the death penalty to be applied to drunk drivers who hit and kill people.
3. Completely ban alcohol.

None of these options seem suitable.

I suddenly realized that I might have dismissed this issue prematurely. Although the death penalty is prohibited in Tarpaulin, point 2 could potentially fall under the right of citizens to kill in self-defense.
