Doesn't the city have too many archers?

Perhaps it would be worth removing Oromis's Sword Attack. Then he will only be able to attack together with the dragon. I can reduce the number of arrows for Arje to 1. Some of the archers have a mana-imposed limit, so they may not fire at all during the game.
