I had an issue with two options. The first involved forcing people to develop a sense of compassion through violent means. The second suggested abandoning social programs altogether and cutting taxes. I chose the second, and... the result was a 0.1% tax reduction. The reason is simple: even before this, that branch wasn't well-developed – this is further proof that the consequences of issues depend on the state of the nation.
