Spies can depend on defense, for example. They can have the same parameters by default, but, for example, Rev and I aren't friends, and ideally, every other person in any secret complex is a spy against the other, while with Ment, I might have fewer spies.
Everything is correct regarding unrealistic parameters – it's about propaganda. You can declare all or almost all issues as real, but what doesn't fit within their framework should have reasonable limits and reasonably correlate with the other players.
