Well, I'm leaning towards the first option because I don't want to abolish religion, as it's one of the foundations of my country.

It's not about abolishing religion; it's about abolishing the forced imposition of a specific religion, the one that intends to establish an inquisition against the people. In other words, people won't be forcibly converted to the state religion, but they can still remain believers, just of a different faith. And, of course, non-believers will also exist.
