Skipping an issue seems like a non-standard approach to me. In subsequent issues, there will usually be a separate response option – “ignore/do not intervene.” And then the game will tell you that your inaction led to this and that, and it will make the corresponding changes. But if you skip the issue, it’s as if nothing happened at all. In general, this is the most extreme method, which, nevertheless, you sometimes have to use when there are no better options.
