three are close to anarchy.

The engine isn't designed for anarchy (or communism, apparently, since Heaven complains). But I'm trying to get as close to the anarcho-canon as possible. I had to add spirituality instead of ideology, though, because otherwise, it just wouldn't work.

Out of 12 states, seven (or maybe nine) are drug-addled.

I suspect the engine thinks that substances increase spirituality. I won't argue; let them expand consciousness, as long as crime doesn't increase as a result.
