I did some digging and found no traces of the map generator in the game's executable or the editor. This means that it's most likely impossible to "enable" the generator within the game or editor itself.
What was probably meant by "a way to run the map generator" is the following: in the original map editor from AB or SoD (if you have the necessary 5 files from AB), you can generate a random map, and you can choose which version it will be, including RoE. Accordingly, after generating the map in the editor, you can save it and use it with the re-release – it should be compatible with the RoE map format, and the map should work.
That's exactly what I did; it generated a map based on the default template. For example, I got an 8x8 map. The only thing is that the castles are generated in fixed locations, so you'll have to remove them in the editor and place random ones so that you can choose them.
