So, what is the ND after all? Surveillance or search? I can't say which is better in terms of balance, but logically, it's probably better to make search a separate ND.

-Assign guards – protects the target from physical attacks.

Only from the first one? Or from any?

Are the red ones the mafia? I didn't like that Galbatorix's NDs are limited by mana. I would have given him something that doesn't require mana to use and is deadly.
I didn't like the stats. Too many humans, only one half-elf. Are the options of stats being mage/non-mage or mage/dragon/non-mage being considered? I'm just not up to date on the topic, so I don't know what else might be possible.

And it's better to have less randomness, I agree with Yashur. It's such a nasty thing that always favors the already winning side.
