The Herbalist heals or treats someone from the unnamed list above at their discretion.
The Guardian swaps someone from the unnamed list above. The main thing is that her goals don't conflict with the Brownie's goals.

If the Governor is Mafia.
In this case, the main thing is for the Shaman to cure the Priest from the infection. The rest can be left to chance.

If the Governor is a Manipulator
then only treatments are applied accordingly. And curing is useless.
