I didn't quite understand the problem. We're voting for the map, not the author. If one person made fifteen average maps, and another made one, but a very good one, it's not surprising that the latter wins, even though the first might have received more votes in total.

I disagree, and I'll explain why.
One person created five excellent maps (rated 5). Another created one good map (rated 4, and to taste).
As a result, the map rated 4 will win. Because among the five maps, the votes will simply be redistributed equally, and the map rated 4 will always receive guaranteed votes from fans of similar maps.

There is a simple solution: allow multiple selections.
And then you can accept as many maps as you want from each author.

Another advantage of multiple selections is that all maps can be displayed in one voting poll.
