But regarding your conclusion:
The conclusion is incorrect.
The ban is based on "I DON'T WANT TO."
We (moderators and admins) don't want to see people we respect insulting each other.
We don't want to give you penalty points (which is our direct responsibility on the forum).
We don't want to ban players whose emotions are running high and whom we can't bring to their senses through personal conversations.
We don't want players to refuse to participate in tournaments after a heated argument here, due to political reasons (this has happened in my tournaments).
We don't want there to be a war here.
For example, I have been regularly communicating on socionics forums for the last 10 years; there is a major forum-wide argument about once every six months to a year, and several people are constantly throwing insults at each other. But this has never prevented even real-life meetups, let alone forum games (like Mafia).
A similar story is happening with Starcraft players - I have been discussing politics with them for several years now, and personal attacks are a normal part of life, but this has never prevented us from playing Mafia or, even more so, Starcraft.
