There were complaints about this player, but we couldn't properly address them last time because there were very few working save files. (To be more precise, there were almost none.)

No one can know for sure what happened in a specific tournament, and it's not even important. The facts are what matter. The facts are that this individual was caught cheating multiple times (there are save files with obvious violations). Has he changed? Then let him repent. :)
