I'm going to have to disagree. I recently gathered 19 people for a ROLE-PLAYING game on another forum. The forum is NOT role-playing oriented.
It's a shame that there aren't enough people, and it seems the GM has given up. The plot and roles are very cool.

The GM seems to have gotten tired of waiting. Registration for the game was opened a month ago. ) If those 19 people were actively playing, then that's really great. Unfortunately, that's not always the case. There are such jerks who sign up for game after game for some reason, but they are practically invisible in the discussion. If there are too many of them, it turns into a very depressing picture. ((
