The quest should be given when transitioning between locations. Without it, it won't trigger and won't appear.

I'm walking back and forth from the Tularesh Forest, but the messenger doesn't appear, and in late October, the judge dies. This isn't critical, of course, but I'd like the NWC flag, i.e., Harmon's, to hang in the castle, not Erathia's.
