Discussion of the format and rules for the upcoming Third Tournament of Elements.

Due to the lack of a quorum (spectators) and the rules and format of the tournament not being finalized, the draw will be postponed until tomorrow at 22:00 Moscow time (10/19/14). I ask Kirill to edit the rules and format by that time, and that no one be late!

I still don't understand which template will be used: as I suggested (we draw from 2 options for each game) or how else?
Regarding the tournament scheme: I understand that it will be a Swiss system with double elimination.
Regarding the registered participants: I understand that everyone will participate.
