Discussion of the format and rules for the upcoming Third Tournament of Elements.

I'm in favor of this tournament format: a pure Swiss-system tournament, with a round-robin format if there are more than 9 participants. I've already written my rules.

P.S.: Kirill, maybe it's time to stop torturing yourself? The player correctly stated that the rules should be written first, then registration. Otherwise, we can discuss it endlessly. Noom can't participate, which is a pity, but what can we do?
