Yes, of course, there will be expansions; there are many reasons for this:
1) All parts of the Heroes series had expansions (I think only the first one didn't, but we won't count it; it was a long time ago, and the concept of an expansion didn't exist back then).
2) Not enough! Not enough! Not enough! There's not enough of everything: castles (where are the classic barbarians?! Where are the orcs, I ask you?! They were in all the previous games, and suddenly, they're gone), heroes, spells, campaigns, and so on. I think the respected Nival developers understand this.
3) It's a great way to milk the same cow again (and again, and again...) (remember the third game and the number of expansions for it...). I'm not judging this, and I don't think anyone will judge it; people will pay, pay, and pay, as long as the quality of the product doesn't suffer and something new is added.
You could list many more reasons, and the contest for a new race on the Nival website already suggests that an expansion will be released. Maybe just one, but it will be there, and let it be as good as LoD was for Diablo II or FT was for Warcraft III, or at least as good as the expansions for the third game (but then there should be as many of them:D)...
