Starting skills – 99. Where did that come from?

Hello to all fans of Heroes 3. Guys, maybe someone knows the answer. I was playing on the Oceania map, and I encountered a computer-controlled hero with primary skills at 99 :smile21: (I've attached a screenshot, take a look). How did he get such high stats? I used a cheat to check, maybe some artifact gives him these characteristics. But no, the artifacts were standard. Maybe after visiting some new external dwelling, he gained such skills?
