Actually, the Inquisitor shouldn't be dressed so richly; they could have made him look more like a monk from the third game... but a monk, and also in gold... Yes, the bald head isn't the best option either...
No one should have a halo...Besides, where did the church get so much wealth from?... From collecting taxes!!!... They collected money from kind, unfortunate people through taxes and tithes...
