That's correct. In the grand final, the players who took 1st and 2nd place in their group in the previous stage (Spring 2014) will compete. There will be a new grand final in winter. Essentially, in the 1st group, they are competing for the main victory in the tournament.

I don't quite understand you; what is this "mess" in the tournament? These people played in a completely different tournament, so let them compete there to determine the winner; why are they being put into another tournament?
Also, you write that the next grand final will be in winter, but the tournament ends in spring; how is that possible?
Could you please specify who plays in which "league"? It's not very pleasant to register with everyone on equal terms and then find out that you are being put into an unequal group with others, but rather some sixth-tier group.
