I just had an idea: maybe we could do without the tiers altogether? There are 40 players – just pick from them, starting with the “lower” captains and going up to the “higher” ones, but that would be a completely different tournament.

This is actually a very good idea. Dividing players into tiers makes sense when the draw is random. If someone believes that a player from tier 3 is stronger than the remaining players in tier 2, then it is quite logical that they can choose him.
