Perhaps one of the captains (whoever gets the most votes) won't submit their own votes and won't participate in the draw. wowa will only play in the first bracket (and his votes might be useful in case of a tie between captains 20 and 21). The host distributes all the substitutes into the brackets, just like in the previous tournament, and if they play, it will only be as a replacement for a player from the first bracket.
That's strange. If he participates in the voting, he might end up in the second bracket, but if he doesn't, he'll only be in the first. It's a paradox, but it doesn't contradict the rules.
