Why wasn't a victory awarded in my game after a much later time limit expired in game 217?

It's the last round, so there's plenty of time to finish playing.

I'm just curious, what would you have said if the judges had given the victory to Cobra at the time of the first award? You seem CONVINCED that it was a draw. What if Cobra now complains and says that he had a winning situation, but the evil judges are favoring rebellious?
