You need to obtain the Ring of Exile (if I'm not mistaken) by killing the scouts who attacked the mage in the forest near the first eastern city of the Imperials.
I asked this question too; I also thought it was a book, but you just need to go into the Sanctuary in the north of the map. The Ring of Exile is called "Ring of Exile"; it's slightly to the left and below the Prophet for the mages.
P.S. I still haven't found a solution to the problem in the 5th map. I downloaded the latest version, and it's the same...

Everything is fine; the phoenixes have disappeared, although I did train them once and kill them, but the nasty things resurrected :)
