Upgrading the fairies and placing birds in the fort will only be possible when air magic is researched, which of course doesn't always happen. And no one will micro-manage difficult battles using only fairies on a chess timer, so I don't see any imbalance in this. Conflux's early game will become stronger, and even then, only if you actually get that upgrade.
