Actually, I don't quite like this approach. There's a tournament calendar that has turned out to be quite packed, and tournaments that appear out of nowhere disrupt things a lot. Unfortunately, not all players can adequately assess their abilities and sign up for all tournaments, thereby disrupting deadlines. This, of course, doesn't mean that no one can hold their own tournaments; it just means that they need to coordinate with other organizers and not put obstacles in their way. The best thing to do is to find a free slot in the schedule, coordinate with the person in charge of the calendar, and not create a new topic suddenly.
