If the organizer is silent on ICQ (and I'm on ICQ every day, as well as on the forum), it's logical to write to the judges or in the tournament thread, at least that's what I would do. You can consider this as sanctions, although I still don't understand what that phrase was for. Next time, to avoid misunderstandings, I advise you to be more active; you can even take Darkello as an example, but without being too extreme ;)
