10 mages simply cannot physically appear, and the chance of 3 mage units appearing is very small.

But with a mod, they can appear randomly (not necessarily the same creatures: druids, archmages, liches...), and that's the point.

-1 - decrease in effectiveness
0 - no change
+1 - increase in effectiveness

Peasant -> Haven (Elaine) - generates a larger number of peasants on the map (increases the chance of joining). Or, conversely, a smaller number?
