How can you claim that it's not allowed?

There is no rule that restricts a player from taking time to think. And formally, if a player is thinking during a battle, they are not violating any rules.

Who are these players? Are we even going to talk about people?

I don't think it's necessary to name any usernames because these players are not violating any rules, even if they take 30 minutes on turn 111.
