Right now, there aren't two Mafia players in the game, so the neutrals don't know who the Mafia are and who the neutrals are. Unless this information becomes useful for the Hydra, but I didn't think about that when I wrote it.

An Orc is a sharpshooter who only kills neutrals and takes a long time to die, meaning it's an unpleasant role in every way.
And if you're a neutral and say that someone is an Orc, you're putting that player in a position to be targeted by both the Mafia and the Hydra.
