Look at the list of official maps; Panic isn't even there.
Conclusion: the template is played very rarely.
I've been playing Heroes online on templates for less than a month, and for me, as a beginner, the most difficult template among those presented is 8mm6a. In my opinion, the Panic template is not very difficult to master.
