Right next to the cells are three guards (two stand directly at the cells, and another one is on top of a small structure), and in general, there are rarely more of them here. The number of guards doesn't change during the day or night, but since this is a city and the cells aren't a particularly special part of it, other locals constantly pass by during the day. Sometimes they just come to look at the prisoners, sometimes to mock them. They use something like torches.
